HMIC Pressed on CNC Drunk on Duty Allegations

NEWS FROM THE CELTIC LEAGUE

The Celtic League has written to the United Kingdom Inspectorate of Constabulary (HMIC) about serious allegations aired in the media last month about the Civil Nuclear Constabulary (CNC).

The CNC is an armed police force which is responsible for guarding Civil Nuclear Sites and stores including Sellafield and power stations in Scotland, Wales and England.

The allegations publicised recently included reports that guards had been drunk on duty (see links below):

Dear Sir,

I refer to reports in the United Kingdom and foreign media last month relating to the Civil Nuclear Constabulary CNC).

The allegations are that members of the force that guards Britain's nuclear power stations have been caught drunk, using drugs, misusing firearms and also includes allegations of sexual impropriety and assault.

I note that your Office is responsible for carrying out inspections of the CNC. Can I ask:

a) When the last inspection of the operation of CNC was undertaken by HMIC?

b) Is the report available (online or in hard copy)?

c) Were any facets of the misconduct above identified in the report and if so what recommendations did HMIC make.

d) If there has been no recent inspection of CNC and no previous identification by HMIC of the problems identified do you intend to carry out an inspection of CNC in the near future?

e) Given the unique and critical nature of the work of the CNC what benchmark/standard has HMIC set for the force?

f) Finally, am I correct in my belief that the HMIC role in relation to CNC also applies to the facilities which CNC secure in Scotland?
